In the face of these challenges, it is necessary to reconsider how affected groups engage in creating solutions, thereby creating opportunities to build on existing resources and capacities within a community. These new approaches must reconsider the relationships between the various actors involved and work with the populations directly affected, to identify the best way to approach risk protection for particularly vulnerable groups.
